It's now transmitting usable data about the health and status of its onboard engineering systems.
However, engineers have yet to fix the software that enables the spacecraft to return science data.
PS: The Voyagers have a 12 ft high-gain 48dBi Cassegrain Antenna. The transmit power is about 20W but the larger radio-telescopes of the DSN can receive these signals. It was designed to be functional outside the Solar system.
Somewhere in the NASA archives there's the complete communication subsystem data available including the power calculations.
