A government department is not a business to make profits. They are earning enough money so they pay their employees well (more than they deserve). SLT is not a freaking goverment department. There is no logic in what you say. Goverment runs with the tax money which country pays and a department like railway is mainly focusing on the lower income class and how to give them a service in someway. It's what a goverment should do. If the railway doesn't make profits that doesn't matter because the country pays for all the expenses anyway directly or indirectly.
