Paypal is the safe way to send or receive money worldwide. you can use paypal to buy or sell item on ebay. you need to have a debit card (Visa, master, solo, switch) and able to setup a direct debit . ( i think most of SL bank cards come with Direct debit function). once you fill the details paypal will deposit a small amount in your bank account. in my case it was £ 0.14 and £0.03 equal to Rs.50 FREE . so you will have to confim this two amounts to paypal after checking the bank statment to prove that the bank account is yours. thats all you have to do. your country doesn't matter as long as you have debit card from your bank.

Imagine you sell goods on ebay and all the money you earn goes to your paypal account . so paypal holds all your money untill you request paypal to transfer it to your bank account. if the money is less than £1000 paypal will charge you 3.4% of the total money you transfer from your paypal account to your bank account. but if you have money on your paypal balance you can use that money to buy stuff.

what is the difference between western union and paypal. paypal takes 9 days to transfer the money from paypal balance to your bank account and with western union you get it instantly (not to your bank account but cash in hand)

yes that is right. they charge only when you receive money. in this case the seller pay the fee

and there are two type of accounts,
basic and business
