Hmm...in my opinion an online citizen should be IT literate (stupid and obvious) and should use the Internet everyday (not all the day! 
) So he/she should use the Internet as a source of information to get help on his/her daily work as well...
should use the internet effectively....should understand how to IM, Surf and E-Mail and use VOIP..(Coz these are most popular!)
