    it is not illegal. it is legal anywhere. only one thing is you can not download copyright infringement content. when you start to download copyright infringement content then it becomes illegal. using torrents without downloading anything is legal and it is just software. But if you are in a 3rd world country, especially in Sri Lanka you don't care it because when comes to the technology we are still in the 1980s

    I got this from quora, read it

    Yes, it is legal but you can run into some of these potential legal issues:

    1) Software patent infringement, especially if you make money.

    2) Trademark infringement - you can't call it something that is the legal trademark of some other person or organisation. Example: you can make a bit torrent protocol client, but you can't call it "Bittorrent" which is a trademark.

    3) In the US, you cannot add any DRM circumvention features (like CSS removal) which is illegal.

    4) You cannot be seen to be promoting copyright infringement. This is a bit hazy but Bittorrent (the company) does it well by developing the protocol and avoiding any talk of content that is not 100% legal.

    Using the software is not a crime but the purpose is the matter

    I believe this refers tp p2p lending... In many countries it's legal and regulated. In some US States it's considered illegal.
