    Not likely to happen since withdrawing money requires paypal to work with banks in SL.
    Request from your bank to sign up with paypal.

    This is not a personal issue its for the sake of whole sri lankens anyway i will try to cantact commercial bank

    A much more practical situation will be to use moneybookers.com which is available for SL and works with SL banks (including Commercial Bank).
    The service is very much like paypal.

    Didn't understand.
    Moneybookers works directly with your bank account as well as credit cards. you can withdraw money straight to your bank account or if you want, withdraw to your credit card.

    They should at least give us the ability to receive money and use it through paypal itself, without withdrawing from a bank.

    i agree so send them a mail using contact us in paypal and ask them to enable money receiving feature
