This is not a personal issue its for the sake of whole sri lankens anyway i will try to cantact commercial bank

A much more practical situation will be to use moneybookers.com which is available for SL and works with SL banks (including Commercial Bank).
The service is very much like paypal.

Moneybookers works directly with your bank account as well as credit cards. you can withdraw money straight to your bank account or if you want, withdraw to your credit card.

It is available for SL and I'm using it. Fees for SL falls in to the 1st one (For all Countries - International) in the fees page.
