Got it. Thanks. But this was cleared today. They shot with 4 x T56 machines guns. 1 killed & 3 more in critical condition. Most of them were shot from the back

Stray bullets falling can injure mostly and sometimes can kill. Usually reported in some Asian & the ME countries where they fire shots into the sky as part of the wedding celebrations etc.
The speed of a falling bullet is not related to the muzzle velocity but the terminal velocity of the bullet falling in air. It's estimated that it could have a speed of 61m/s and more.
With a speed between 45 - 61 m/s, skin penetration and skull injury can occur.

PS: Clearly this instance in Rambukkana is not by a free falling bullet. This is not even an instance of Shannon's Law.. it's pure & simple case of murder.
