that is a Dialog IP address. Are you accessing the net from a Dialog office or from a Dialog Private network ? like GPRS or Dialog 3G ?

As for the error, you simply will have to wait some time and try again.

It seems Dialog 3G is giving allocating private IPs to their customers. Complain to Dialog that you cannot download and tell them the error message that you're getting.
BTW, Suntel broadband customers many get this same error as they Suntel BB allocates private IPs as well.

They are allocating private IPs and routing everyone through 1 common gateway. That is the problem.
Best thing is to use the site given in that EK thread where you can download RS links without the time limit via some other site.
