a citizen can vote in an election and obtain an oz passport where as a PR can't. And also a pr needs to apply for a return resident visa if he's going out of the country and planning to come back provided the PR visa has expired.

on top of what has been said above, you need to get PR first and then live in the country for a certain period according to your category and then apply to get Citizenship. Its hard to get PR but easy to get Citizenship provided you haven't got in to any problems during your living in the country

This is true, in the UK after having PR you only have to wait a year to apply for Citizenship. For the whole process it took me 7 years.
