    Depends on your requirements.

    if you are planning to use/access hardware based equipments better to go with native developments. Or else think that you are gonna build an app which you need to run on android box , the best option is to write in native.

    RN is good if you want to build an app cost effectively both for Android & iOS. My recommendation is first understand your requirement and do a small R&D. Don't forget to check flutter as well if you are gonna do a cross-platform app.

    Why does he need to learn HTML and CSS before learning RN? :rolleyes:
    If he wants to be a mobile developer and if he's an absolute beginner the first thing he should do is learn programming fundamentals. Before going with JS, I recommend learning another language first. After grabbing all the required fundamentals he should learn JavaScript and should have the ability to apply the learnings. After that he should understand the basic mobile development fundamentals, then he can go with RN. If he wants to go with Flutter best thing is to understand Dart first.
