    Like with any physical hard disk, the file system can become damaged, such as if you unplug the USB drive while it is being written to. In your case, it seems the partition table has been damaged. There IS a partition there, just NOT one recognized, and since it is taking up the whole disk, that is why the format fails. Since you SEE the drive in the list of drives and can see the properties, then you need to run the FDISK program in a DOS command window. Select the drive and examine the partition information. I'll bet you find a partition and it says something like "non-dos" and is using 100% of the drive capacity. If so, go through the menus and find the place to delete partitions and try to delete the partition so there are NO partitions on the drive. Hopefully, you CAN delete the partition. Exit and reboot. After you reboot, you should still see the drive in the drive list. Now, use your drive utilities to create a new partition and format. Try FAT32 first as not all machines can handle NTFS, but most current windoze versions from W98 and up CAN handle FAT32.
