    Power supplies tend to have non-standard colour coded resistors. These do vary with the manufacturer.
    Usually a Five band resistor with a Fourth band of Silver or Gold form an exception, and are utilized on specific resistors. The first two bands represent the significant digits, the third band is a multiplication factor, the fourth band is for tolerance and the fifth band is for the temperature coefficient (ppm/K). Again this is not a standard but varies to denote whether fusible, wire wound (not carbon film) and also to denote whether "Flame Proof"

    In this case this appears 40 * 10^(-2) as the third Silver band to be taken as 10^(-2), which is 0.4 Ohm. The last Black band is to indicate wire-wound.

    In any case no one can argue with your circuit diagram.
