If you want more payload, you use just the minimum amount of fuel to reach the target. And in that case, you’ll stay well below escape velocity.
If you want to go above escape velocity, deep inside the atmosphere, you have to reckon with extreme temperatures at the interface between your payload and the air. The only practical use I can see for a ballistic missile that would achieve a speed greater than escape velocity would be for shooting at something in space.
