Highways Deputy Minister Mervin Silva said the Government will be completing the Southern Highway in April 2011. The construction of this Highway will pave the way for the country's development, he said.

Speaking to the press at the Kottawa highway site he said, the total length of the outer Circular Highway to the city of Colombo is 29.1 kms.

The total investment this project will be around Rs 97 billion.

He further said, that withing 20 minutes one will be able to reach Kottawa from Katunayake. and within two hours to Kandy from Kottawa after constructing the outer Circular Highway.

Highways Ministry Secretary Wasantha Karannagoda said, the Government spends US$ 600 million for a year to develop the road network in the country,. The total distance of the highway system of the country is 280 km. The estimated cost for its development is around Rs 280 billion.

The Government will invest on road development in a manner so as to get back to take all the money it has invested on highway through the tourism industry. Because of proper highways, 70 percent of time will be saved while saving energy by up to 30-40 percent.

Maintenances cost will be reduced by as much as withing 50 percent, he said.

The Ministry plans to complete all the highways project gradually.

Part of the Southern highway project which is from Kottawa to Dodanduwa will be completed by April 2011. The distance of the highway is 34.4 kms. It will cost at Rs. 20 billion which is funded by JICA. The highway project form Dodanduwa to Kurundugahahetema will be completed by June 2011. It will cost Rs15 billion with JICA funds.

Kurundugahahetemma to Pinnaduwa project will be completed on December this year. The project will cost Rs 24 billion The project will be funded by ADB.

The highway project from Pinnaduwa to Matara will be funded by Exim Bank of China. The length of this highway is 35.8km.

All these highways have been constructed with four lanes.

The Southern highway project in Sri Lanka is a 126km-long express highway running from Colombo to Matara on the south coast. The project is a major part of the 130.9km Southern Transport development project.

The Southern Highway project was divided into two sections for financing purposes. The first section consists of the expressway from Kottawa (a suburb in Colombo) to Kurundugahahetekma. The second section consists of the long expressway from Kurundugahahetekma to Matara.


The southern region of Sri Lanka will become easily accessible once the project is completed. The project will increase road safety and the travel time between Colombo and Matara will be greatly reduced.

The project was initially estimated to cost $348.75m, but escalated to $741.1m. Construction was started in 2003 and the project was anticipated to be completed by 2010. It has, however, been delayed to mid-2011 as negotiations are ongoing between the Government of Sri Lanka (GOSL) and the Export and Import Bank of China, regarding the financing of section four.

Planning and design

The expressway between Kottawa and Kurundugahahetekma is 66.5km long. The section is divided into two parts: package I and package II. Package I comprises the road from Kottawa to Dodangoda (35km) and package II is from Dodangoda to Kurundugahahetekma (31.5km). The road in package I was originally planned to be a four-lane road and package II a two-lane road. However, while implementing the project, a decision was taken that the entire expressway should be a four-lane road structure, with phase II expanded from the planned two lanes.

The project's second section involves construction of a 59.5km-long four lane road between Kurundugahahetekma and Matara.

The speed limit of the express highway is 120km/hr. Once the project is finished, the travel time between Colombo and Matara will be reduced from four hours to 1.5 hours.

Financing

The project is being financed by Japan Bank for International Corporation (JBIC), the Asian Development Bank (ADB) and the Government of Sri Lanka (GOSL). JBIC provided a loan of $2.05bn, while ADB and GOSL provided $1.03bn and $1.26bn, respectively.

JBIC's loan is availed for the 66.5km-long first section expressway from Kottawa to Kurundugahahetekma while ADB is funding the 59.5km-long second section expressway from Kurundugahahetekma to Matara.

Construction

Construction commenced on the ADB-funded section in April 2003. Package I in the other section commenced construction in September 2005 whereas package II commenced in March 2006. The Ministry of Highways of Sri Lanka is the executing agency of the project whereas the Road Development Authority is the implementing agency.

The intersections on the Colombo-Matara expressway include Kottawa, Baddegama, Kahatuduwa, Pinnaduwa, Gelanigama, Deegoda, Dodangoda, Kokmaduwa, Welipanna, Godagama and Kurundugahetekma.

The majority of the construction work of the ADB-funded section of the project such as construction of bridges, tunnels and earth fillings were completed by September 2009. Works on the section were fully completed by August 2010.

Bridge construction

A total of 22 bridges are being constructed along the expressway. As of 2009, three bridges have opened: the Kalu Ganga bridge, the Welipenna Bridge and the Benthara Ganga bridge. These bridges were opened in part to mitigate flooding in their respective areas.

Contractors

The ADB-funded section or the road from Kurundugahahetekma to Matara Godagama was contracted to Kumagai Gumi of Japan. The contractor was selected by the Road Development Authority of Sri Lanka in December 2002. Under the contract, Kumagai has to build a 29km-long express highway, a 5km access road and 16 bridges.

The supervision consultants in the section are Halcrow Group with Roughton International and Engineering Consultant.

Package I of the section was contracted to China Harbor Engineering Company while package II was contracted to Taisei Corporation of Japan. The civil works contractor pre-qualification was completed in March 2003. In March 2004, bid documents were issued to the prequalified contractors and the bids were closed in June 2004.

The supervision consultants are Pacific Consultant International with Resources Development Consultant.

Highways and Road Development Ministry's Secretary Admiral Wasantha Karannagoda with high ranking officials in the Ministry and the RDA visited many locations recently to ascertain progress of the Southern expressway project recently.

Completion of the Southern Expressway will also reduce travel time between Colombo and Matara to one and half hours from the current four hours travel time between Colombo and Matara.

The expressway consists of four lanes. The first phase of the Highway spans Kottawa to Dodangoda (34.3km) while the second stretch is from Dodangoda to Kurundugahahetekma (31.7km). The third stretch is from Kurundugahahetekma to Matara (65km).

The Asian Development Bank (ADB) and Japan Bank for International Corporation (JBIC) have funded three phases. In addition, there are eleven access points to enter the Southern Highway. Therefore, these access points at Kottawa, Kahathuduwa,Galanigama, Dodangoda, Levanduwa, Kurundugahahetekma, Baddegama, Pinnaduwa, Deegoda, Kokmaduwa and Godagama will be developed as modern townships under this project.

The first section, which is 34.3 Kilometres long, funded by the Japan Bank for International Corporation (JBIC) is in progress handled by the China Harbour Engineering Company.

The second section is also funded by the JBIC while the third section with access to Galle Fort is funded by the Asian Development Bank (ADB).

Meanwhile five main bridges located in the second section from Dodangoda to Kurundugahahetekma are currently being constructed. They are the Kalu ganga bridge in Welipenna (150 metres), Bentara ganga bridge connecting the Kalutara district and the Galle district (750metres), Mahauragaha bridge (120 metres), Welipanna lake bridge.

Highways had been a totally new approach to Sri Lanka until construction work on the Southern highway commenced fulfilling a long-felt need of the country. The 128 Kilometre long new highway will improve access from Colombo to the Southern part of the country paving the way for economic development and considerable GDP growth.


On the other hand completion of the Southern highway will reduce drive time to one and half hours from the current four hours travel time between Colombo and Matara. The project consists of three sections namely Kottawa to Dodangoda, Dodangoda to Kurundugahahetekma and Kurundugahahetekma to Pinnaduwa.

The first section, which is 67 Kilometres long, funded by Japan Business Corporation (JABIC) is in progress handled by the China Harbour Engineering Company. The second section is also funded by the JABIC while the third section with access to Galle Fort is funded by the Asian Development Bank (ADB).

The construction by Kumagi Gumi of Japan is in progress. The construction work of the ADB division or the third section, Kurundugahahetekma to Pinnaduwa (Galle) is nearing completion. Up to 86.44 percent of the ADB section has been completed, the team leader of the project Inderjeet Singh Gill told the Daily News when we visited his office to ascertain the progress of the Southern highway project.

The construction of the ADB division is expected to be completed by June next year, Gill said. As planned the construction will most probably be completed by June, next year, he added.

The stretch is 22 kilometres long and consists of four lanes. All the main construction work of the project has already been completed such as constructing bridges, tunnels, and earth filling. Only the carpeting, fencing and other work remains to be done. In other words, only 13.66 percent is left to be completed, Gill added.

Three interchanging points have been designed at Kurudugahahetekma, Baddegama and Pinnaduwa where vehicles can enter the highway and vice versa. Additionally passengers can get in or get down at these interchanging points where access roads are available.

No one is allowed to cross over the highway, as underpasses are available for the use of residents and passers-by. The villagers can use these metal structured under passes instead of crossing over the highway.

These underpasses are large enough for driving motor vehicles and it is also a new trend to Sri Lanka. Therefore the villagers need not walk over the highway if they want to cross the road. It is really important when considering the road safety of the motorists and civilians, Gill pointed out.

The highway is divided into two by a wire rope which can be easily removed in an emergency. In case of emergency vehicles may have to be diverted to the opposite lane where hospitals or other facilities are available.

The wire rope at the centre has been so designed as to permit removal to allow the vehicles to be diverted to the opposite lanes. Additionally guardrails are attached to both ends of the highway to protect vehicles bouncing off the highway.

Meanwhile moves are under way by the Government to commence construction work on the last stretch of the Southern Highway linking Pinnaduwa to Matara costing US $ 160 million. The project is funded by the Chinese Government.

The Southern highway will have a major impact on the development of the disadvantaged Southern region of the country with a high level of poverty. With the completion of the construction work, the proportion of the population below poverty line in the Southern region will be reduced. It is also estimated that Gross Domestic Products (GDP) of the Southern Province will increase at least by 10 percent in the near future, sources related to the Central Bank said.
