If operation of spas do not make huge problem in a country government has to just wait and patient on that area. If there are many inhuman activities and crimes because of spas government intervention is ok.

If there is huge gap between social and economic perspective of the country with the minds of general public, unrest and stress may emerge.

For example, people now see Ranjan and politicians enjoying their maximum sex desires. Models, singers, actress and rich people are enjoying enormous sex pleasure. Then ordinary people observe there is huge disparity between theirs lives in terms of pleasure and comfort. By now spas also prohibited and then ordinary man is excluded from innocent hidden fun life where luxurious spas and hotels still open for high class people.
As seen this people decided they are marginalised. Government need not to leagalize sex industry as an extreme but also need not to close down spas as long as they do not cause material social cultural problems

I'm little curious about those advertisements i have seen on some SriLankanAds websites. those girls have clearly mentioned that they are doing full service / on anal / no night and amount of money they are charging for an hour. basically they are renting a 3 star apartment on daily basis and putting advertisements on internet with their contact numbers. i have noticed that they are not staying in a single place for a long time. frequently changing apartments and contact numbers. according to what you said i assume there are no law to arrest them ?
