I've just opened a new board on Sri Lanka at my mobile forum, Mobile Royale, where you can share your queries on the mobile networks.
I've already talked to Dialog and will most probably be able to get an official customer service representative to resolve your queries, at least occasionally and will make your relevant queries get directed to the relevant departments. So you can get your queries sorted better.
You can also make queries on the other networks, but the customer support cannot be promised although probably as the forum grows, many expert users will be there to help you out with the query.
Take a look at the forum at www.mobileroyale.co.cc/forum and post your query in the relevant thread ( registration needed ), so you can get it sorted, it's free.
This by any means is not an attack to Elakiri, but since it is a specially mobile dedicated forum and we may get some official troubleshooting support, I just wanted to let you know.
