Yes of course, It,s a gate way to another dimension in real time or can be used as a portal of outer-space travelling. By the book there should be 9 rings used as digits to have the correct location to activate the gateway for travelling. Anyway I think in Anurhadapura we have only a map of the real location of the stargate.
