if you have bachelor degree studied in English ( your transcript must mention course conducted by English) you do not need IELTS.

need to pay the first semester fee

You must be able to support yourself
The maintenance requirement for people applying during 2018 is at least SEK 8,190 per month. For applications that are received by the Migration Agency on 1 January 2019 or later the maintenance requirement is at least SEK 8,370 per month. (initially 13 months for 1st year of master program)

admission open on Oct 15th closes on 15th Jan, if you apply before one month before jan 15th you can see unqualified courses, then you can remove it and add new suitable course before Jan 15th.
