What we are trying to achieve is a change in behavior of university students. Authorities will have to increase the force towards university students in a step wise wise incremental approach until the acceptable behavior is achieved and maintained. While increasing the force gradually, at some point, university students may get hurt. However, how much they getting hurt, is upto them. Society needs their behavior changed at any cost.
