I can explain this as follows: we have about 100 years of using and broadcasting radio signals throughout the earth, and these radio signals also broadcast in space at the speed of light. Yes, radio waves travel through the vacuum with the speed of light. BUT:

• The intensity of the signal reduces by a factor of four if you double the distance.
• If we would place the most powerful radio emitter in the next solar system and send a signal to Earth, our most powerful radio receiver would not be able to pick up that signal.

And we were talking about situations where the emitter and the receiver would talk the same signal language: there are myriads of ways to encode a message in a radio signal.

Yes, it's possible. But you know, if intelligible civilizations exist, they can filter out those frequencies and modify them to a comfortable level that they can hear. This was already done by human scientists, who captured the sounds of the universe and converted them into something that we can hear. We are a class 2 civilization, so if any other class 2 civilization exists, they can do the same.

What if they don't want to respond? Had you watched the 3 Body Problem, Netflix series, there's a reference to an Einstein Joke. Ye says it to Saul just before she leaves for China.
In short Einstein goes to heaven and felt bored - he wanted to play the violin. An angel warned him NOT to do so and said that God is a Saxophonist. Then Einstein heard the sound of a saxophone. Einstein didn't heed to the warning and started playing the violin. God appeared kicked Einstein's balls and broke the violin into pieces.

The hidden meaning is if you advertise yourself in the Universe, there's the possibility that you get attacked. Alien races do not broadcast to advertise their position because they don't want others to find out where they are thus preventing any chances that they might get attacked.

You might be correct. It reminds me of alert system in Mass Effect, where we have to be aware of Reapers (the enemy civilization, destroyer of planetary inhabitants). If we go far beyond safety limits of universe, reapers will begin to follow and attack us.
