I don't think the US will give the chance to everybody I mean like beggars, drug dealers or low life persons
so far I know they select the random persons from the draw. this is not mean you got the green card
after an interview (documents submission) they will decide giving or not. i this case only some educated (if you are in uni, it is also good) and wealthy people got the chance.
they discard many people on the interview.
my cousin selected when he is on 1st year of the university; they said on interview "you don't expect this visa, do your education and we will inform if you selected", the poor guy almost cried, coz he paid more than 40K for visa process. anyhow he got the visa
another biz guy selected to interview; he is living a very good life in here. so he decided to not to go to the interview . why we want to do a work on gas station instead to live like a boss here.
going to the US is not a big chance for everybody, but for some people, it's very lucky.

i think interview for the only document submission. they will decide after the interview, not in the interview.
