If you had a VGA before what was it?...nviida or ATI
Did you perform a clean driver install?
What are the temps of the VGA?

PSU is ''JUST'' enough but I doubt its the root of you problems..

omg you better stop using the vga from no onwards till you get a psu
or else you might broke ur psu mobo vga etc overdrawing will blow the psu
you need to put a gud psu like 550 to 600W genuine psu not chinese one

    I had a Nvidia 8500 GT 1G DDR2 VGA earlier...

get the latest drivers from their website and try. most probably its because of the drivers. most of the drivers comes with the pack isnt up-to-date.
    good luck!

erm since the drivers are there, as others said it might not getting enough power to cool the vga.
how many HD and DVD/CD drives have you plugged in? any thing extra plugged in?

Macho i have only 1 SATA HD plugged in....I had to remove both DVD writer and DVD ROM power cables to give power to this GTX285 card....
