i did this and it worked for me.

Solution

i am using windows xp pro with sp2.

1. shut down Windows Live Messenger.

2. if it doesn't respond - kill it with windows task manager - processes tab - msnmsgr.exe.

3. go to C:\Documents and Settings\YourUserName\Local Settings\Application Data\Microsoft\

4. in this folder there's 2 folders called Windows Live and Windows Live Contacts.

5. delete anything that's inside those 2 folders.

now retry logging into Windows Live Messenger and hopefully it should work.
