Don't go to any institute for leaning web design. Learn yourself. There are lots of good resources in the Internet. Thats the best way. Certificates doesn't matter much when you searching for jobs. What they look is for your skills. What you can do. You can get recognized certificates from SLIIT, University of Colombo Advanced Digital Media Technology Centre (UCSC ADMTC) or NIBM. The costs are high but certificate is recognized in the industry. But it doesn't matter what certificate you have if you don't have the skill to demonstrate. So learn it yourself. Try to do things your own. Thats the best way to learn.

Agreed. Yes doing a course helps to learn the basics when someone just starting out. But I think everybody will agree with the fact that self-studies is a must in order to get into the industry.
