Can anyone tell me how to promote a web site in populer search engine like google, yahoo, msn ect ?

There are 2 ways, one is free goto http://www.google.com/addurl/ and put your site there. Second one is bit expensive and you need to register your site and for certain keywords you can arrange your site to pull into first page, but not sure how you have to do this.

SEO is another big job.

You can add your URLs to some search engines. SOme time it won't work because of few reasons.

You need to add some meta tags and some other techniques. But it won't be a miracle and need to wait, wait and wait for some results.

There are some websites/companies offer SEO services and ask to submit your URLs, if you do that, your website going to be black listed.

You must be very careful when you do SEO work. Once you looose, its hard to bring it back. You must know how to target your customers and bring it up to the higher level of search sites.
