What is ceylon coin?

Yes Google says it's a crypto coin but how legit is it? I mean does it have potential? Asking because a guy has been talking a lot about it saying it's going to be the next big coin. Experts here know much more than what I can find, hence asking.

I think google ment it is a cryptic coin (not a crypto coin), as it's value is so unstable.
