What's this error which keeps popping up?

Recently when I start my PC I get the following error.

The same error comes when I try to open the task bar. Does anyone know what this is and how to remove this?

There are other ways to deal, FORMAT is NOT the only way, one of the possible reasons is that it is not registered properly or it may have got corrupted, in either case you could download and install for your OS
