Another one plants it.

The bomb explodes and people die....

Another one rejoices watching the dead.

It is not an easy question...

It's not a surprise that none can answer it...or not interested in it.

This is an age people are not aware of Karama ... Or try to ignore.
That's why Sakwithi won. That's why many other culprits go on performing bad karmas and get respected.
For people who live a life of Bad karma do not like to think of Karma... Thinking of Karma scares them and shakes the foundation... Ignorance...
Not being aware of Karma or avoiding thinking of Karma does not save one from bad Karma one commits...
