first answer is for ppl who r believe in god. and the 2nd for buddhists.
both parties are answered, so hope there won't be a problem.

i hope dat u r believe in god, so this answer wud b a better for u.

2.
according to buddhism, the ppl bring with their born what they've done in previous life.
so ppl who haven't got a better life are the ones who done sins in their previous lives.
