Select Manage..
Select Disk Management
Right Click on Volume Select Shrink Volume

Win 7 - 64Bit

First, you need to check your CPU for 64 bit support. Pentium 4 and Celeron will not work. If it is Core 2 or Core 2 duo will work.
If you have Pentium 4 or similar, get Windows 7 32bit version.
Second, I think you have 250GB drive not 250Mb?
You also need at least 1GB of ram to be functional. 512 Mb is barely minimal.
If you have Windows XP or similar installed on a single partition, without another partition, you have no option but to reparation and format the drive.
For this you need to backup your important data to an external storage device.
E.g. DVD/USB Drive etc.
When you answer this I will guide you through the partitioning and formatting process.
