My laptop doesn't boot. It stuck at window logo. I tried every options after F8. I need to get some files in hard disk. Please advise how to log on.

to get files from computer, use a linux distribution(xubuntu) on a usb pen drive and boot to see your files

Use a bootable Windows 7 disk to repair your OS; don't format and reinstall; just use the repair option. Don't use drives other than your OS drive. The repair option will reinstall corrupted files and give you access to your files. However, if this PC is old, I advise you to reinstall the OS on a new hard disk drive.
