These Rules are from 13th June 2008
1 When Issuing a SIM card the seller need to confirm the Image of the ID card matches the face of the buyer
2 If it doesn’t match the buyer need to submit the Id copy after he renew his ID card with the new Photo
3 Sellers need to make sure they not involve in any terrorist activity
4 original owner of a SIM card cannot give that SIM card to another
5 When transferring a SIM card the owner and new owner must go to the company do it according to the law
6 When Issuing the Company SIMS cards all of the SIMS can’t register under the company name, its need to register under user’s name
7 If requested by authorities the SIM card owner have to provide the Application copy of the SIM card and he need to have it with him ( when buying buyer need to ask for this and seller need to give the copy)
8 Due to Security Reasons, Maybe at Road Blocks the forces may request some of these Documents like the SIM application copy, etc, and the user need to have proof to prove its his Sim card
9 Buyer need to make sure the SIM he brought is registered under his name

Anyway now Most Communications and Phone Shops stoped issuing SIM cards for Tamil ID's and heard some are Not Issuing to Muslim ID"s too
BTW as i know the CDMA Rule and some others Rules are still Preparing and they will send that document soon then i post those Rules here
