yours is definitely a different issue. Most likely the phone lines in your area is bad. I had that issue several years back and canceled my ADSL connection. Bought it again only after they updated the lines here.

Do you know why this happens.. ? Last time I observe this situation but not its even more worse. Both torrent and direct Dls are slow now.
Thanks for the comment but, i have full speed for sites with local servers
ex: facebook, gmail, elakiri is a bit slow but not that bad, launchpad lk server, youtube. I went through this for months so i know exactly where the problem is ..... it's with SLT and ... they did it knowingly ... but past two days i don't know yet what has happened

The only explanation I can think of is roughly this
Obviously single connection downloading are slow .
Ex : - Download a song from RS
But multi connection downloading are not. thats why torrents are working fine and so do mediafire downloading
Do this if you wanna check what I am saying
Find a mediafire song link and try downloading between 10Am-10pm it'll take 10-20 maximum
Assuming you using IDM Option-> connection -> put connection type like T1
and adjust default max con no to 16
and re download it takes even 60 KBps even . At least for me

When surfing, the DNS servers respond very quickly as normal for ADSL, and ping speed is normal. But they hang up at direct downloads and loading big files / images.
Down speed from UK is around 10-12 kBps, from colombo SLT server it's 50 kBps and my neighbour receives 98kBps for UK download (he has 1GB free one)
I have bind and dnsmasq installed, but not activated in fedora ..... don't know how to use them .... if they have a nice gui please post ...

dnsmasq will do nicely. Thats what I use on my laptop.
Enable dnsmaq and change your DNS to localhost so that it'll be used. then in the dnsmasq.conf :
uncomment :
no-resolv
no-poll
then add the DNS servers with :
server=8.8.8.8
server=8.8.4.4
then save and restart dnsmasq

I just called SLT Customer service and heres what I got
They told me that my speed limited coz I exceeded the monthly download volume limit which is 30 GB
I asked
Is the meaning of the word "Unlimited" 30 and
why werent they informed us , upto the point that we get painfully slow connection and have to call customer service
Then they gave me number of regional manager to resolve the matter with him
They didnt told me exactly that is FUP or not
just a limit
