I talked with SLT about this confusion about bandwidth restriction to 18GB...
Actually there is a bandwidth restriction for Unlimited packages which were issued newly.

The packages in this list are all subject to 18GB bandwidth limit as per their new rules.
Luckily I have 'Home' package which was the 'Unlimited' package offered by SLT before these new changes. According to them this 'Home' package is not affected by 18GB bandwidth limit. I can download unlimited GBs. Hope this info was helpful.

and to regain old speed u have to beg them sending mails ...... i heard this story from elakiri so be careful matchan , thiyena speed ekath apita madiwela iddi amuthuwen adu kaloth wedakma ne ....
