Amon can overcome extremely skilled blood benders which means he has to be either a waterbender or the avatar.

he can't be the avatar ne.. Korra is the avatar, she can bend three elements as of now.. and Amon has no bending power, just the power to take away bending..

and his elders(most probably aang,katara ) might taught him how to overcome blood bending.
then Oman has to be a blood bender too.
i came to this conclusion under korra never had a vision of Amon and the story left all the previous characters except Katara. which means she might be a resource !!

Only waterbenders can bloodbend,if a bloodbender have enough power he or she can overpower enemy bloodbenders. That's how Katara defeated old bloodbending women in the original series.

Only the Avatar and powerful bloodbenders have the power to overcome and counter bloodbenders. Since Amon cant be the avatar he has to be a bloodbender, thus a waterbender. I think there's more to it than just bending...
Tarrlok and Amon can't be brothers... In 9th episode when Tarrlok meets Amon and Tarrlok fails to bloodbend Amon, Tarrlok asks "What are you?" If they were brothers they would know right!!
It would be a nice surprise to see Amon being related to anyone..
Just 3 episodes more and everything will be revealed..
What if they were separated at birth or Tarrlok is convinced that his brother is dead or something.

AFAIK Nick only ordered 12 episode mini series. But writers went ahead and added a second season consisting 14 episodes.
