All the foreign transactions get process through central bank's payment gateways. But even the Central bank wants to stop deposits via PayPal they cannot stop PayPal transactions to local banks once it's proceed from PayPal side. Therefore the CB has set a filter to hold funds transferred via PayPal (I think there is also a filter funds that are greater than LKR 10,000) to SL local bank accounts and such transactions will only be proceed to local banks if the sources of the funds are identified and ensured transactions respect Laws and regulations of Sri Lanka.

However I personally believe that we can withdraw money from PayPal to HNB debit cards until PayPal pins point the issue from their side.

Guys you can buy VCC or AVS VCC for any of the merchant sites you need to make accounts...

Regular VCC : 10USD ebay paypal etc
AVS (Address Verification Supported) VCC : 15 USD for ioffer


can pay to my commercial bank or paypal account

paypal payment only accepted as personal payments
I think the current prces are much higher than this...
