    මන්ත්‍රීවරයාගේ තර්ජනවලින් පසුව කෝකිලායි සම්බෝධි විහාරස්‌ථානය අයත් ඉඩම වෙන පිරිසකට අයිති බව කියමින් දෙමළ ජාතික සන්ධානයේ විශාල පිරිසක්‌ විහාරස්‌ථානය ඉවත් කළ යුතු බවට බලපෑම් සිදුකරන අතර උතුරු පළාත් සභාව තුළද ඒ සම්බන්ධයෙන් යෝජනාවක්‌ සම්මත කොටගෙන ඇතැයි විහාරාධිපති හිමියෝ පවසති.

    නමුත් කෝකිලායි සම්බෝධි විහාරස්‌ථානය පවත්වාගෙන යන ඉඩම මුලතිව් ප්‍රාදේශීය ලේකම්වරයා විසින් තමන් වහන්සේට බලපත්‍රයක්‌ මගින් ලබාදී ඇති බව පැවසූ ගුණරතන හිමියෝ ඉඩමේ අයිතිය සම්බන්ධයෙන් එක්‌ පුද්ගලයකු මුලතිව් අධිකරණයේ නඩුවක්‌ ගොනුකොට ස්‌වල්ප කාලයකින් එම නඩුව ඉල්ලා අස්‌කරගත් බවද කියා සිටියේය.

    තමන් වහන්සේ 2009 වර්ෂයේදී මුලතිවු කෝකිලායි පළාතට මුලින්ම වැඩම කළේ කෝකිලායි සිංහල පාසලේ දරුවන්ට අධ්‍යාපනය ලබාදීමට බවත් ඒ අතරතුර පළාතේ ආරක්‍ෂක අංශවල මෙන්ම කෝකිලායි ධීවර ගම්මානයේ වැසියන්ගේ ආගමික වතාවත් ඉටුකළ බවත් සඳහන් කරන ඒ හිමියෝ විහාරස්‌ථානය ඉදිකිරීමෙන් පසු එහි පෙරපාසලක්‌, වෘත්තීය පුහුණු මධ්‍යස්‌ථානයක්‌ ආරම්භ කරගෙන පළාතේ සිංහල දෙමළ දරුවන්ට අධ්‍යාපනය ලබාදෙන අතරතුර ජාතීන් දෙක අතර සහජීවනය හා එකමුතුකමද භාෂා ඥානයද දියුණු කරවීමට කටයුතු කරගෙන යන බවද පැවසූහ.

    පළාතේ දෙමළ ජනතාවගේ ප්‍රශ්න වලදී ඔවුන් වෙනුවෙන් පෙනී සිටීමත් ඔවුන්ට සාධාරණයක්‌ ඉටුකොට දීමට උත්සාහ කිරීමත් දෙමළ දරුවන්ට විහාරස්‌ථානය හරහා ආධාර සපයා දීමත් නිසා දෙමළ සන්ධානයේ දේශපාලනඥයන් එම ස්‌ථානය කෙරෙහි වෛරයෙන් එය ඉවත් කිරීමට කටයුතු කරගෙන යන බවද පවසති.

    විහාරාධිපති හිමියන්ට තර්ජනය කළ බව කියන උතුරු පළාත් සභාවේ දෙමළ ජාතික සන්ධානයේ මන්ත්‍රී තුරෙයිරාසා රවිහරන්ගෙන් මේ ගැන විමසීමේදී ඔහු කියා සිටියේ තමන් විහාරාධිපති හිමියන්ට තර්ජනය නොකළ බවයි.

    කීප විටක්‌ම තමන් එහි ගියත් විහාරස්‌ථානයේ හාමුදුරුවන් නොසිටි බව කී මන්ත්‍රීවරයා විහාරස්‌ථානය ඉදිකොට ඇත්තේ පෞද්ගලික ඉඩමක නිසා එය ඉවත් කළ යුතුය යන මතයේ තමන් තවමත් සිටින බවද පැවසීය.

    මුලතිව් කෝකිලායි පළාතේ ධීවර ජනතාවගෙන් බහුතරය ක්‍රිස්‌තියානි භක්‌තිකයන් බැවින් කෝකිලායි පළාතට බෞද්ධ විහාරස්‌ථානයක්‌ අවශ්‍ය නැතැයිද රවිහරන් මන්ත්‍රීවරයා වැඩිදුරටත් කියා සිටියේය.

    Google Loon again in two weeks

    The Google Loon project will once again be initiated in two weeks time, said Minister of Telecommunication and Digital Infrastructure Harin Fernando.

    He said that the only issue they had was to find the spectrum for this and this too has now being selected with the Telecom Regulatory Commission (TRC). The Defense Ministry too has been briefed by Google on this.

    He said that the balloon has already left Brazil and is due in two weeks in Sri Lanka and the project would help the local telecom operators immensely as they would no longer have to put out towers to increase their reach.

    The minister explained that the local TV channels too were using the mobile spectrum and with digitalization of the TV in the very near future, this spectrum would clear once again enabling more mobile and internet usage.

    Digging through the morass of public projects over the past four years, a three-member Cabinet committee has cleared Rs. 3 billion from a whopping Rs. 35 billion in outstanding payments on 500 projects started by the previous Government covering 53 ministries.

    The Cabinet committee was appointed in March 2016 to wade through massive amounts of paperwork to rationalise a slew of projects from 2011. The Committee to date has completed preliminary evaluation on 70% of the projects with outstanding payments to various Government and private parties but a full report on pending payments will take at least two more months, a top official said.

    Treasury Secretary Dr. R.H.S. Samaratunga told Daily FT the total outstanding amount of unsettled work contracts up to 31 December 2014 added to Rs. 35 billion.

    “Up to this point we have issued 15 reports which include around 100 projects for various Government organisations. Out of the total unsettled commitment of Rs. 35 billion nearly Rs. 3 billion has been settled so far. The process is ongoing and is very time-consuming as ministries have to compile the payments and send them on to us,” he said.

    Dr. Samaratunga added that the committee had received reports of 500 projects from 53 Ministries and 22 Special Spending Units. Most of the projects received were from the Highways and Higher Education ministries.

    Projects that were obtained and completed following legal procedures will be honoured by the Government with payment to be eventually approved by the Treasury. However, Dr. Samaratunga explained that payments for irregular projects without relevant approvals and paperwork would require further scrutiny, which could likely take till the end of the year.

    Cabinet in March appointed a three-member committee headed by former senior public servants Lalith R. De Silva, N. Padmanadan and Pushpa Welappili to determine payments owed for projects started by the previous Government from 2011 to 2014.

    He said the committee had been mandated with verifying the amount of past due payments and to work out a debt servicing mechanism. All ministry secretaries have been informed to put forward outstanding payments from their respective ministries to the committee.

    “The committee will find out how the contracts were awarded, whether the contract agreements have been signed, whether the jobs have been done, the rate of interest and inquire into the conditions, period of repayment, purpose of obtaining the loans and address linked concerns,” Samaratunga said.

    The Treasury expects to have the full report, which will also be presented to Cabinet, ready before December.

    Prithipura Beach Park to get a facelift

    Measures have been taken to transform the Wattala Prithipura Beach Park into a tourism zone at a cost of Rs. 25 million. The beach park one of the only two spots between Wattala and Negombo draws large crowds, both locals and foreigners each day. The area is also home to a number of hotels, which only increases the number of visitors to the beach daily. Vendors at the beach use shelters that were made by the Western Provincial Tourism Ministry several years ago, which are now unusable. The project aims to construct vendors better shelter and a premises for business.

    Former Western Provincial Councillor Lawrence Madiwela and R. P Kumara, Coordinating Secretary to Minister John Amaratunga, are in-charge of the project. Speaking of the project Madiwela said the project would increase the living standard of vendors in the area as it would bring in more foreigners and provide better services to local visitors. Meanwhile, Mr.Kumara commenting on the project said they would also construct a beach park, walking paths, a children’s park, car park and a police post. “We will also collaborate with the Red Cross to have a team of life guards present at the park at all times. We will also charge for parking to ensure an income for maintaining the premises,” he said.

    A group of workers would also be employed to keep the premises clean. “We will pay their salaries from the rent we receive from the new shelter we build for vendors. We also hope to construct several wash-rooms, shower- rooms and changing rooms,” he said.

    මෙම ව්‍යාපෘතියේදී අවම පොලී අනුපාත යටතේ බැංකු ණය ක්‍රමයක්‌ හඳුන්වාදෙනු ලබන අතර එමගින් තමන්ගේ නිවසේ වහලයේ සූර්ය පැනල සවිකර එමගින් උත්පාදනය වන විදුලිබලය විදුලිබල මණ්‌ඩලය විසින් මිලදී ගනී. මෙහිදී පළමු අවුරුදු 7 තුළදී කිලෝ වොට්‌ පැය 1 ක්‌ (1 නඅය) සඳහා රු. 22 ක්‌ අවුරුදු 8 සිට 20 දක්‌වා ඉතිරි කාල සීමාවේදී කිලෝවොට්‌ පැය 1 ක්‌ සඳහා රු. 15.50 ක්‌ විදුලිබල මණ්‌ඩලය මගින් විදුලි පාරිභෝගිකයන්ට ගෙවනු ලබයි. මෙම සූර්ය බලාගාර ව්‍යාපෘතිය පාරිභෝගිකයාගේ වහලයේa ප්‍රමාණය මතක විශාල කර ගැනීමටද හැකියාව තිබේ.

    මෙම ව්‍යාපෘතිය මගින් 2020 වන විට මෙගාවොට්‌ 200 ක්‌ද, 2028 වන විට මෙගාවොට්‌ 1000 ක්‌ද ජාතික විදුලිබල පද්ධතියට එකතු කර ගැනීමට විදුලිබල හා පුනර්ජනනීය බලශක්‌ති අමාත්‍යාංශයේ අපේක්‍ෂාවයි.

    Forging ahead in building digital infrastructure, the Government has closed the largest-ever information system tender for a National Digital Identity system budgeted at $ 100 million to provide every citizen with a cryptographic private key, a top official said yesterday.

    Telecommunication and Digital Infrastructure Minister Harin Fernando addressing the Cyber Security Summit 2016, organised by the Daily FT and CICRA Holdings, noted that the step would revolutionise transactions countrywide as it would empower every Sri Lankan to do online transactions, sign and dispatch documents digitally and reduce costs exponentially.

    “The Government cloud system has been tendered and will be implemented before the end of the year. The Government network will link 960 locations at 100MBps this year. A National Payment Platform for facilitating payments for every citizen with a bank account is currently being implemented,” he said.

    Given Sri Lanka’s strong mobile penetration of 110.4% “there are more mobile phones than toothbrushes,” he quipped.

    State digital arm, the Information Communication Technology Agency (ICTA) is already working closely with the Central Bank and other institutions to set up a digital platform for online payments to be enabled for a range of key institutions including Customs, Inland Revenue and Excise Departments.

    In addition, as many as 65 other projects are also being rolled out by ICTA, the Minister said.

    “It is important to ensure that we protect our digital infrastructure against cyber security attacks. It is important for our citizens to feel safe. ICTA is also spending over Rs.1 billion on the National Security Operations Centre for cyber security and the Government will also ensure legal frameworks are in place,” he assured.

    Minister Fernando recalled that Sri Lanka was the first South Asian country to ratify the Budapest Cybercrime Convention and the only Asian sitting on the Budapest cybercrime governing council.

    He said ongoing and planned measures can make Sri Lanka the digital hub of Asia and Sri Lanka could become a source of cyber security experts for South Asia.

    “Today’s event clearly shows the industry contribution to digital Sri Lanka and I thank Daily FT and CICRA Holdings for organising this all important Cyber Security Summit for the fourth consecutive year. We appreciate your contribution to the Sri Lankan economy by raising the awareness of cyber security preparedness amongst the top corporate and Government personnel.”

    Sri Lanka has remained at the forefront of telecommunications and digital infrastructure, pointed out Minister Fernando, expressing pride at the ICT sector becoming the fifth largest revenue earner for the country and becoming the first country in the region to liberalise its telecom sector. Sri Lanka currently has five mobile operators and multiple international gateways.

    Featuring international, regional and local experts, the fourth annual Daily FT-CICRA Cyber Security Summit was a sell out with over 350 participants.

    The EC-Council Cyber Security Summit 2016 was co-organised by CICRA Holdings – Sri Lanka’s pioneering cyber security training and consultancy provider – and Daily FT. Supported by the ICT Agency, the strategic partners of the 2016 Cyber Security Summit were Microsoft and CISCO, the electronic payment gateway was LankaPay, the insurance partner was Sri Lanka Insurance, the creative partner was BBDO Lanka, the printing partner was OfficeMax, the hospitality partner was Cinnamon Lakeside and the electronic media partner was MTV and MBC Radio. Deakin University and EPIC Lanka also extended their support to the Summit.

    14. Development of Smart Cities under the Western Megapolis (Document No – 44)



    It has been identified as an essential task to develop infrastructure in Smart Cities in the Western Megapolis. Information and Communication Technology is utilized in Smart Cities for expanding quality, performance and interaction in urban services, minimizing of cost and resource consumption, and improving the relationship between the citizens and the government. According to the recommendations of the Cabinet Committee on Economic Management, the proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to sign a Memorandum of Understanding with the internationally recognized Siemens Limited for obtaining ICT assistance in this regard, was approved by the Cabinet of Ministers.



    15. Obtaining the cooperation of the International Enterprise Singapore to implement Western Region Megapolis Development Activities (Document No – 45)



    The Western Region Megapolis has been identified as the key development strategy and a number of projects are to be implemented under that project. Some of the projects among them are complex and technically sophisticated projects and require the support of international experts. Therefore, considering the importance of exchanging the experiences of Singapore, the proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to sign a MoU with the International Enterprise Singapore, which is under the Ministry of Trade and Industries of Singapore, was approved by the Cabinet of Ministers.



    16. Allocation of a land at Dambulla to the Ministry of Rural Economic Affairs to setup a cold store (Document No – 46)



    The proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to allocate a land of 188 perches to the Ministry of Rural Economic Affairs to the assessed value of the Chief Assessor to set up a cold store under the implementation of the second stage of the Dambulla Special Economic Centre, benefiting local vegetable and fruit producers, was approved by the Cabinet of Ministers.



    17. Establishment of a High tech agriculture Training Centre at Walpita Farm owned by the Department of Agriculture with the Objective of having access to the advance agricultural knowhow in Japan (Document No – 50)




    It is important to train a group of persons that can productively use the technical knowledge and to attract young entrepreneurs for increasing the productivity in agricultural field. The Japan Lanka Agriculture Industrial Research and Training Centre (Pvt) Ltd registered in Sri Lanka expects to establish a Research and Training Centre in Sri Lanka and a land of 06 acres in Walpita Farm is expected to be utilized in this regard. The proposal made by Hon. Duminda Dissanayake, Minister of Agriculture, to sign a MoU with the relevant company in this regard, was approved by the Cabinet of Ministers.

    Sri Lanka to buy eight multi-role combat aircraft

    ECONOMYNEXT - Sri Lanka will shortly call proposals to buy at least eight multi-role combat aircraft to replace its ageing fleet used during a civil war which ended in 2009, the bulk of which is now grounded, Minister Rajitha Senaratne said.

    Though the Sri Lanka Air Force had seven Israeli-made Kafir aircraft on its books only one was now operations, he said.

    There were seven Mig 23/27 variants, none of which were operations.

    Out of four F-7DS aircraft only two were in use, Minister Senaratne said. There were four other F-7 variants which were also not in operation, he said.

    Though the country was no longer at war, there was national defence and maritime protection requirements, Minister Gayantha Karunathilaka said. (Colombo/Aug10/2016)
