Investors bid to develop Sri Lanka landfill on prime property
Sri Lanka’s Urban Development Authority (UDA) is evaluating proposals from investors to develop a former waste dump sited on prime property in Colombo city.
The government has proposed the dump site at Blomendhal Road be rehabilitated with the waste being cleared and private sector investors invited to develop the property for commercial and recreational purposes.
A mix of commercial areas, an urban forest patch and a recreational park has been proposed by the authorities.
Dumping of waste on the Blomendhal Road landfill site was stopped after a court order in 2008 but it is an eyesore and also a health hazard with the dumpsite catching fire from time to time, officials said.
The UDA called for request for proposals and 10 interested parties collected RFP documents and submitted proposals in November last year.

Project to develop 152 acres around Beira Lake to begin next month

Initial preparations for the development of 152 acres around the Beira Lake with mixed development projects and hotels, will get off the ground next month, Megapolis and Western Development Ministry Secretary Nihal Rupasinghe said.
Mr. Rupasinghe said the project will begin by clearing the waterways by blocking illegal water outlets and sewerage lines into the lake. In addition, around 800 families, including those living on unauthorised lands will be relocated.
The families will be provided housing in high-rise flats to come up close to the location.
Mr. Rupasinghe said the Colombo Municipal Council (CMC) has been directed to stop the disposal of waste material and seal the unauthorised sewerage lines, including all outlets from the National Hospital, within two-years, by setting up treatment plants.
Of the 152 acres to be developed, 95 acres belong to state institutions such as the Ports Authority, Urban Development Authority and the Railways, while the rest belongs to private institutions. The private companies will be offered the opportunity of selecting a project in accordance with the concept to develop the area.
Lands will be offered to investors on a Public Private Partnership (PPP) or on lease for 99 years, 50 years or 33 years.
The project is an initiative of Prime Minister Ranil Wickremesinghe who studied similar projects in Singapore and sought the assistance of Singaporean experts to design the project.
One of the highlights of the project will be a ‘Sri Lankan Eye’ in the Beira lake, constructed on similar lines of the ‘London Eye’– a giant Ferris wheel on the South Bank of the River Thames in London.

Colombo City Centre opens show suite
Colombo City Centre’s three-bedroom show suite has been opened for public viewing.
Colombo City Centre, an ultramodern mixed-use development featuring luxury residencies, a shopping mall, entertainment and hotel, is a project by the Abans Group in collaboration with SilverNeedle Hospitality of Singapore.

Doctors, engineers amongst top investors in apartments
Demand for apartments in the country is coming mostly from local engineers and doctors, experts say.
Havelock City Senior Manager for Marketing and Sales, Shanesh Ratnaweerage told the Business Times that it’s always the high networth individuals who purchase apartments.
“Majority of the investors are doctors and engineers as far as the Havelock City complex is concerned. But there are other segments who buy apartments too such as corporates who own businesses, entrepreneurs and those working abroad earning a good income.” They all have bought apartments at the Havelock City, he says adding that some have purchased condos for their retired parents and families. Mr. Ratnaweerage said that most apartments and high end properties around the country are purchased and owned by many local corporates.
“In the next four to five years with the Western Province Megapolis Development and many other massive projects coming into play, the real estate industry will do much better than it is doing right now,” he noted.
Mr. Ratnaweerage also stressed that people are looking at convenience today. “There were the days where people used to build their own houses. Now they are looking at convenience and moving to purchasing apartments and living in compact spaces as maintenance has become easier.”
Today people are more ‘construction savvy’ which makes them question how strong the structure is and many other such queries before they purchase an apartment.“We have to be aware of what is being used by foreign countries in the construction industry and maintain international standards,” Mr. Ratnaweerage said. Sri Lanka is stressing on better construction standards, he noted.
Amidst all this, he says that competition among apartment complexes is high. Price of an apartment plays a huge role in comparing luxury high end apartment complexes. “Havelock City has been in the market and people can witness the product when they want to invest in an apartment. If you don’t show what you have promised, it will have a negative impact,” said Mr. Ratnaweerage.
He also stated that Havelock City being a mixed development project has completed four towers at the moment with another four in the pipeline. The complex is built on an 18 acre land with a large garden. The eight towers will be completed by 2019 while the office space which is the commercial space will be completed by 2020, he added. -(RM)

Work on proposed Rigid Tyre plant well on track and will be completed on schedule – Naveen Dissanayake

Minister Plantation Industries, Naveen Dissanayake said the proposed multi-million dollar Rigid Tyre plant at Horana was on track. Work on the project will go ahead, as planned.
Dismissing media reports that the project was "on hold" on a presidential directive, the minister clarified that there was no truth in such claims. "They are baseless".
He said the proposed Rigid Tyre plant is ongoing and well on track as a key investment project in Horana.
Reverting to funding origins, he said a recognized Bank in Dubai sourced by the project investor would ensure its effective completion on schedule.
"There is no question of black money as the source of funding is known with a reputed Dubai-based bank transferring the funds on behalf of the investor", the minister replied in response to a question from the media.
"This is an unfounded malicious hypothesis. There is no issue whatsoever and the proposed Rigid Tyre plant will move towards its effective completion on schedule", Dissanayake stressed.
Referring to the success of the Moneragala Rubber Plantations comprising around 5,000 hectares, the minister confirmed its expected expansion. It was additionally extended by 2,000 hectares and would offer further complementary perspectives that could be considered for the Rigid Tyre project at Horana.
On completion, Rigid will generate around 3,000 jobs. More in context will be transfer of technology expected to enhance skills for further expansion in noted fields of tyre manufacturing and ancillary products, he noted.
