May be the thero didn't see the notice. I've went to the Thissa wewa recently but didn't see the notice as such. I was used to bath in that tank a years ago. That notice should have to brought big and need to place in very visible manner.
However the people like OP is trying very hard to pick something hatred up in order to fulfill his sickened needs..beware..

about 2 moths ago I went to the thissa wewa and washed my hand in the tank after eating. I had no idea that it might be prohibited.
