Not clear what you intend to do, but briefly, Epson uses ESC/POS printer control language. Windows has Windows PointOfService API too, which gives you Print() and PrintLine() methods
You can download the various SDKs for these from the Epson site.
What's the other device you mention? What's the manufacturer of that device provide?

ඔය වගේ සිස්ටම් එකක් මගෙන් ඉල්ලුවා මාලු කඩේකට.
මම නම් කලේ පොඩි program එකක් හැදුවා Scale එකත් එක්ක communicate කරන්න පුලුවන්,
මුලින් Item ටික PC එකේ register කරලා ඒ item ටික Ethernet cable එකකින් scale එකට download කරන්න පුලුවන්, ප්රයිස් කොස්ට් ඔක්කොම හදන්නෙ pc එකේ,
ඉට පස්සෙ ඒ විදියට itemcode එකයි, weight එකයි barcode එකක ප්රින්ට් වෙලා එනවා ඒක PC එකේ Scan කරලා item දෙක තුනම එකතු කරලා බිල් එකක් දාලා දෙනවා PC එකෙන්,
scale වල printer එකක් / barcode scanner එකක් ගහන්න පුලුවන්, doc එකේ තියෙනවා විස්තරෙ ඒත් ඔන අපිට ඔන විදියට හදගන්න බැ, ලෙසිම ක්රමේ අරක.

තාම අව්ලක් නැතුව වැඩ කරනවා දැන් අවුරුදු 3 ක්, කොහොම හරි ලග තිබ්බ මාලු කඩ 3 ට වඩා උන් දැන් නැගලා ඇවිත් බිල් වරදින්නෙත් නැති නිසා / හිතෙන හිතෙන ගනන් කියන්නෙත් නැති නිසා මිනිස්සු එතනින්මයි දැන් මාලු ගන්නෙ

Good work!.. The only other way I can think is that it is feasible to connect using an Arduino based solution.
No way you connect the scale to a printer directly.

Yes....There are with serial out. The other option is to use a Raspberry Pi latest version. I believe these support Epson mini printers. The serial out can be read using py.serial using python.
I haven't tried - just an idea only.
Yeah raspberry is also a computer with linux . But for buisness applications python is not a good choice. You have to install lot of packages for gui ,database etc
