Vaccines sadly takes time to develop. Sometimes never...
For example it took nearly 50 years to develop a vaccine for Polio. (But it was a long time ago when medicine was primitive.)
For the second case, note that there is no vaccine for HIV yet.

Currently there are about 17 drug companies who have lined up their vaccines for Covid 19.

Only the US started the trials first - Moderna mRNA based vaccine, and China just started their Phase I trials of their CanSino Biologics - (recombinant adenovirus type 5 vector) vaccine.

Let's hope someone really breaks through
