What failed them? The main reason is not taking the virus seriously. Certainly their intelligence must have informed the President and the Government of the real Chinese casualties and the seriousness of the infection. They didn't take heed.
To make matters worse within the window period from February to March, they didn't do a massive testing procedure. In fact, they did nothing, other than keep on talking and bringing their citizens back from China and the cruise ship.
This was a lost opportunity.
Compare with South Korea, they went on doing a very good job of test and isolation, and still do. In fact, S Korea commented that they learned a lesson from MERS and it was test & quarantine - the only method that works to control an epidemic.
Like US, the UK didn't do the testing too. All their infection counts are all wrong, even to date.
Coronavirus: Italy’s worst-hit region builds new hospital in 10 days
An exhibition centre in Milan has been converted in just 10 days into Italy’s largest intensive care facility for coronavirus patients.
Only last month, Fiera Milano City welcomed top international designers as part of the renowned annual Fashion Week.
But hospital beds attached to ventilators and oxygen now line over 269,000 sq ft of its pavilions – a telling sign of the emergency. The pandemic has killed more people in Italy than in any other country.
Milan’s hospital, built by 500 workers divided over two continuous shifts, will provide CT scans and accommodate 200 patients in need of intensive care, which authorities hope will relieve much of the burden.

අනිවාර්යෙන්ම වාතය මගින් බෝවෙනවා නැත්නම් මෙච්චර වේගයෙන් ඔය වයිරස් බෝවෙන්නේ නැහැ. ඒත් මේ ඇත්ත ගොඩක් දොස්තරලා පිළිගන්නේ නැහැ .
