Yes.. I believe you can. Google has not made the phone number mandatory. Also if you enter your age below 15 you can create an account too. Google assumes you don't have your own phone number. I am not so sure whether these have changed recently though.

I don't think so. If they detect that you're creating too many google account, they're gonna make phone verification mandatory. This could happen even after you created the account.

Now I cannot create Google accounts using my PC. But I was able to create a few Google account without phone verification when I was in a cafe. So, try to do this when you're in work or friend's house.
