If you are considering only these 3 factors , Axio (2008) , Lancer CS3(1.6) , Honda ES . But the perspective of maintenance is again depends on how well you gonna look after the car, irespective of the brand or model.

And if the buying decision is highly based on the fuel economy, you need to forget the things like performance, handling and comfort.
