another thing you may be able to send your luggage directly to Delhi if you are using same carrier for internal flight check that too. some countries allow it unlike China and US so ask that too

A long time ago, when the LTTE war was ongoing we went to Chennai. That was the only time we set foot in India. There was a conference to attend. We booked into a very good hotel (one that was recommended) and on arrival the reception desk advised that all SriLankans need to be registered and a form to be obtained from the nearest police station. Although the room was allocated they couldn't let us check in. But they said off the record, my wife could settle in but for me to get to the police station and get the authority. They called a taxi, gave instructions to the driver and told me not to wait in queues but go ahead and just give Rs 5 to the police guy, everything will be looked after.
I went in to the police , only one guy was in , no uniform, chewing betel and I gave him Rs 10 and told him why I was there. He gave me his chair to sit down, and started filling the form while he was standing. He was the Inspector of the station. Less than 5 minutes, everything filled and stamped.

ඔය කොයි කාලේ විතරද? මටනම් මේක අතිශයෝක්තියක් වගේ දැනෙන්නෙ මොකද මම අවුරුදු දෙකක් ඉඳලා තියෙනවා ඉන්දියාවේ 2007 2009. හැබැයි දකුණේ පොලිසි කියන්නෙත් ඔච්චර ලේසියට කඩේ යන එවුන් නෙමෙයි. පගා දෙන්න ගියොත් ගුටි දෙන්නත් පුලුවන් මට්ටමේ එවුන්. ඊට කලින් නම් කොහොමද දන්නේ නැහැ හැබැයි ඒක එක පාරට එන්න විදිහක් නෑ මම අහල තියෙන විදිහට දෙදාහන් පස්සේ චෙන්නයි මාර රිපෝම් වගයක් වෙලා තියෙනවා. උන් ලස්සනට අඳිනවා පගාව ගන්නවා කියන එක බොහොම අඩුයි. විශේෂයෙන්ම රු.5 10 ට කියන එක හිතා ගන්නත් අමාරුයි

Certainly more than 21 years ago.. My son wasn't born then. The hotel reception told me to place Rs 5 inside the passport, I placed Rs 10. That's how they take the bribe.
Also on our way out from Chennai airport, the police guy at the final exit where they were scanning the hand baggages asked me whether I have spare Indian coins. I didn't but had a Rs 5 and gave it to him. He placed our bags on the other side without even scanning. I told my wife if Rs 5 works like this if someone wants to smuggle a bomb only Rs 100 will be needed.
But at the entry of the aircraft, AirLanka had a scanner on the ground and UL staff scanned all the bags. That's India for you.
