this is not a specific question. This s a very generic question.

VPN by definition doesnt need any special hardware. You only need to to have the routing configured at both ends to complete the network.

Responsibility of an ISP is to ensure that the data transmitted over a VPN remains secure from any intercepts as well as connectivity of the VPN and also ensure that the VPN is not used for anything illegal.
