Not sure about the details of this factory fire but if the fire started from the Thinner barrell, a Dry Chemical Powder (ABE), Carbon Dioxide (CO₂), or Foam extinguisher, could've extinguished the fire..
Not sure if a worker used water as it would spread the fire..
Also down here for Insurance purpose its necessary to have those proper mechanisms to prevent/ extinguish fires..
