This is not a good sample machan. Randomly dialing numbers won't give you a wide range of respondents to represent whole population .

And what is this previously recruited national panel.

What I'm saying is that sample selected in this methodology is less likely to be biased in someway. Higher sample sizes would better represent the population.
If the sampling process not biased and fair, sample size of 400+ is enough to estimate for 22million people with reasonable level of accuracy.

This is not about the size, I am asking about how could you so sure this represent voters from all demographics.

When we considering a good sample not only the size the sampling method also matters.
