1. It is reasonable to assume whole voting population have a mobile phone. Of course there are some who haven't, but it is not like 2002 where mostly rich urban population have mobile phones.
2. Assignment of a phone number to a person is seemingly random. The number itself doesn't provide information regarding age, ethnicity, sex, income levels, Hometown, education, etc.
Based on these assumptions alone, this sampling method represents the demography without any bias. Larger size would give better representation of course.
